Sure. But as always, direct editing of the registry is always
potentially dangerous. No matter how experienced you are, there is
always the possibility of a mistake, and some mistakes can leave you
with an unbootable computer.
A safer, and therefore, better way to do this is with a GUI-based
program. MSCONFIG and Windows Defender are available, as well as
third-party programs like WinPatrol and Mike Lin's Startup Control
Panel.
Please disregard. I was thinking of something else. It is possible to
manage Startup programs via Windows Defender, but it seems somewhat
awkward to me.

it is also a good idea to backup your registry file before editing.
