Regional settings or font?

Before few weeks I noticed that Help text in some local software (Croatian)
was display wrong. I tried to re-apply regional settings but without any
change. Also tried to delete fonts and install again (from other machine in
a LAN) but unsuccessed. Could you suggest me solution.

Could you just suggest me where to ask about regional settings.
