Regional and Language options

My default region is set as United Kingdom. I need to add
Czech Republic in order for some of my programs to show
letters with special czech accents, but to retain UK
setting to maintain UK decimal points, time, date etc.
When, howewer i select Czech Republic on ADVANCED tab, ALL
setting change after restart. On my other computer this
did not happened. I have reinstall XP (upgrade), but the
problem persists. Any advice?

Don't use the "Advanced" tab to do this. Use the "Languages"
tab and then click on "Details". On the "Settings" tab that
you fetch up click on "Add" and pick the input language
(Czech in your case) and keyboard layout that you want.
Click "OK". Having returned to the "Settings" tab pick the
"Language bar" and "Key settings" you want. OK/Apply your
way out.

Make sure your WinXP CD is available to the system.

After adding a new language a reboot helps make thing
"official".

You need to go to Regional and Language; Language page - Details. There
you can add a new keyboard layout (and set up a key sequence to switch
between them). If you are using a UK actual keyboard, you might find
it a good idea to use the Czech (QWERTY) that is offered. There is also
United States - International, which is valuable for most roman-based
languages by using dead keys for accents, but I don't think it handles
some Czech diacriticals
