How can I edit the registry (regedit.exe) if I am not
able to boot up in windows (e.g., booting to msdos, using
safe mode, etc.). I mistakenly deleted an account that
was set for autologon.
 
Boot into Safe Mode. Press the F8 key between the BIOS post screen and XP actually beginning to load. If you can't boot into safe mode, then there's no way to edit the Registry.
 
But when I boot up in safe mode, it still asks me for an
admin password, which is causing the problem. My son
deleted an account that was set for autologon - microsoft
says to fix this, I need to change the autologon to 0 in
the registry. Is this a catch-22?

The solution to my problem is found at:

which says I need to set Autologon=0 in the registry, but
I can not get past the admin logon, even in safe mode.
