Reformatting windows XP

I really want to reformat my Hard Drive and re-install
Windows XP. Please help. When I try to format, by right
clicking on my hard drive, I get a message, saying this.
Cannot format. Close all disk utilities. And anything
displaying the hard drive window.

Please help. I just want to reformatt and re-install
windows XP.

I did that and when I got to that point, it wouldn't let
me Choose format that drive. Said it was being used.
Wouldn't let me format the C drive.

Then you're not booting the computer from the CD. This is not running setup
from within XP, or from a DOS boot disk. The computer must boot directly
from the CD-ROM.

Scroll down and find the version of Windows XP you are installing. He has
step by step screenshots etc. which might be helpful.
