Reformatting Win XP and installing Win ME

I have a hard drive in NTFS format and I want to reformat
into FAT32 and install Windows ME on it. When I boot the
computer, after running through the bios, it
says "Primary Master Hard Disk Fail". Or something to
that effect. When I press F1 to continue, it says "No
Operating System Found". I have an MS-DOS boot disk, so
when I put that into the drive I can get to an A prompt
(A:/), but I cannot input any other commands. Can anyone
help. I just want to reformat and install Windows ME. It
seems like it should be such a simple task, but yet I
have spent hours trying to figure it out, and there seems
to be no help anywhere online. Can anyone help?
