Reformatted Drive with Fresh XP Install retains viruses

We had a few old PCs in the office and I decided to piece a few together to
get the basic requirements to run XP. I reformatted the drive and installed
XP Pro. This fresh installation is riddled with viruses and adware. How can
this be? Can it be because we are on a network here at work?
We are protected by a firewall, so I don't understand how thigns can be
forced in.

I installed anti-virus software and adware removal software. I ran a sweep
for all bugs in safe mode. After one cleaning it looked like i got it all.
Then, I started up regularly again and I was instantly faced with viruses and
spyware being picked up?

Any ideas?
 
Disconnect the computer from the network and perform a Clean
Installation:

As for the network...
Where is the firewall?
What happens when someone brings an outside laptop and connects to the
network?
Which side of the firewall is it on?

I would suggest disconnecting all computers from the network and
reconnecting them ONLY you are absolutely sure they are clean.
