Reformating C: drive because of a corruption.

I had a problem where my PC would loop from startup to the page where I chose
Safe Mode, etc. I tried repairing Windows XP Home but when I re-installed XP
it installed on E: instead of C: drive. Now I have two (2) Windows folders -
the corrupt one on C: drive and the useable one on E: drive. Now my PC thinks
of E: drive as my system drive. How can I get Windows back to C: drive
without losing everything? If I have to re-format C: drive, how do I do it
without messing up the rest of my system? As a last resort I will reformat if
necessary.
