Reformat problem

I tried reformatting my computer and reinstalling windows XP but When I
reboot I get the message

The following file is missing or corrupt
<windows root>\system32\hal.dll
Please reinstall a coppy of the above file.

How do I do this?????
 
[unofficial] You could try:

Reboot, booting from the CD-ROM.
Reformat the harddrive .. don't continue with install after hdd reformatted
rather F3 out of the install routine [thereby rebooting]..
.. and boot from the CD-ROM again.
Now install Windows and the drive you've already formatted.
