Refactor menu missing in VB.net projects

Why does the refactor menu not show up in vb.net project while it shows up
in c# projects?

Refacotring did not make it to VB.NET. You have to DL and install an add-in
that they provide (a free version of a retail app) to get refactoring in VB.
