REDUCING COLUMN SIZE

i want reduce the column size of a particular selected area but at the same
time i don't want reduce the size of the column above or below the selected
area i.e. i want to freez that selected area so that any changes to the size
of the area don't effect other part of the sheet.

can i do this?
