reduce size of pix for e-mailing

I can resize a picture for e-mail if picture is a gif, but not for a jpeg

Box comes up that gives choice to send in smaller size or original size

Does not pop up for sending a jpeg picture

I used to have this, but lost it when PSP 8 was downloaded.
