Redistribute service packs?

I'm pretty sure you can. When you get SP2 on CD you're encouraged to share
it. Assuming that you'll be distributing them on CD you should be aware that
it's going to be really rather large. On top of that it'd be easier to just
give them a link to download it because I don't think too many people will
trust (too many security minded people I should say) a service pack that's
potentially been tampered with. So, while you likely can (and in fact are
encouraged to do so with the SP2 CD at any rate) I'd recommend finding an
alternate solution.

My understanding is the Microsoft manufacturer CDs can be shared.
But the home made from the download should not be shared since there is
little guarantee of the source as it gets passed around.

That is why Microsoft makes it so easy to get them.
