Red x's and Encoding

I found on two different Win 98 PCs running IE 6.0.1...
with SP1, that certain sites (bankofamerica.com and
springdale.com) show x's where the pictures should be.
When I look at encoding, it's set for Western European
(ISO). When I change it to Western European (Windows),
the images appear but it reverts back after I close the
page and reopen it. How can I set Western European
(Windows) to be the default or otherwise fix this. Why
did it start happening?

Does setting the Encoding to "Auto-Select" cause the problem or fix it? You
didn't mention if you tried out the Auto-Select option for encoding, which
is why I'm asking.
