Red bullets on a satellite photo with hyperlink

I am working on a web in FrontPage 2003. I want to have a satellite photo
with red bullets on locations. When the bullet is clicked, a webpage open
with information about the location. How can I do this? Should I use a layer
on the photo, insert photo or use the photo as a background? Concerning
compression I want the photo to be big on the screen with lot of details. The
compression in FrontPage for the web is not good, but can I use compression
for documents?

Insert your photo into Frontpage. Then open Paint. Create a bullet in
paint. Make sure to resize the paint area so you can only see you bullet.
Insert the bullet that you created in paint into Frontpage and make sure it
is the right size. If the bullet is round then make the white around the the
bullet transparent. You can do this using the picture toolbar. Click on the
picture and then click position aboslute also on the picture toolbar.
Duplicate the bullet by clicking and holding your mouse button down while
holding the ctrl button on your keyboard then let go. You should have a
duplicate. Create a bunch untill you have enough. Then position them on you
image and create each bullet a hyperlink.

Thank you very much for your quick response (about 5 minutes from my
posting). I tried to insert the bullet, clicked position aboslute, but was
unable to move the bullet onto the photo. It just want to stay outside the
photo :(

Why not just add the bullets to the photo in a image/graphic application then import the image into
FP, and use the imagemap tool to create your hyperlinks.

I don't think absolute positioning is the way to go.
why not make it easier on yourself:
add the dots right to the image in your favorite image editor, then lay the
image on your page and use the image map tool to put hotspots on your dots.
