i have deleted an important file from my recycle bin, is there any way for me
to get it back.

Almost certainly not especially if you have continued to use the machine
since the time you deleted the items then went to the recycle bin and
selected empty it and then confirmed you actually wanted to empty the
recycle bin.
If you have not written any more data to the drive or defragged it then you
may be able to recover the files or parts of them using specialist recover
tools or a specialist data recovery company.
You can find many of these by searching using your favorite web search
engine. Just look for "windows data recovery"
 
It says it's only compatible with Windows 98/ME/2000/XP. Have you had it
working with Vista SP1?

You can try to recover files emptied from Recycle Bin with Easy File
Undelete:

It has special option to recover those files and uses unique modern
algorithms to recover files that other software either recovers
incorrectly or is unable to detect.

"Deleting" a file doesn't actually delete it; it just marks the space
as available to be used. There are third-party programs that can
sometimes recover deleted files. The problem is that the space used by
the file is likely to become overwritten very quickly, and this makes
the file unrecoverable.

So your chances of successfully recovering this file are decent if you
try recovering it immediately after deleting it, and rapidly go
downhill from there. If you've been using the computer since then (for
example to write this question and read this answer), your chances are
probably very poor by now.

But if the file is important enough, it's worth a try anyway. Stop
using the computer in question immediately, if you haven't done so
already. Download an undelete program (here's one:
http://www3.telus.net/mikebike/RESTORATION.html but there are several
others to choose from; do a Google search) on a friend's computer and
bring it to yours on a floppy to try.

If this fails, your only other recourse is to take the drive to a
professional file recovery company. This kind of service is very
expensive and may or may not work in your case.
 
Yep, sure have, Bob. Right-click/"run as administrator" and it works just
fine.

The tool hasn't been updated in several years, so I would assume that's why
it doesn't list Vista.

I'm surprised no one else has thought of this . . .

What version of Windows Vista are you running?

If it's Business or Ultimate, right click on the folder that the file was
originally in, choose "Restore previous versions" and go from there. You
should see a list of points that the system has saved shadow copies of the
folder, and its contents. Just "go back in time" and you should find the
file in one of the shadow copies of the folder.

If you're running another version of Vista then try the tools suggested.
