Running XP Home. Delete numerous Photoshop/Elements files
(some quite large - >15MB), then cannot remove them from
Recyle Bin with "Empty Recycle Bin". Get error
message "Cannot delete DC253: it is being used by another
person or program. Close any programs that might be using
the file and try again" (the number DCxxx differs from
file to file). Can delete some files manually from
Recycle Bin, one at a time, but not others. Log off/on
can delete some more, then not others. Log off/on can
delete some more (until all are eventually deleted). In
each case, there is no program or process running that is
obviously using the file. The PC is on a network of 2 and
the other PC is not using the file. If the Recycle Bin is
empty and I delete numerous small files (such as Temp
Internet files), I can remove them from Recycle Bin
with "Empty Recycle Bin" successfully. Plenty of RAM
(512) and disk space (10GB+). Cannot find any virus, etc.

Keith,
Try starting into Safe Mode and delete your files from
there. This has worked for me on a few occasions. XP is
also fussie if you try to delete "0 byte" files.
Good Luck !
