Do you have Norton Utilities installed?
If you do, then check the Norton Protected Recycle Bin
properties.
And if you do have Norton Utilities installed, and toggling the
Norton Protected Recycle Bin properties does not solve the
problem then perhaps you can find an answer if you search
the Symantec Support Center Knowledge Base using your
exact product name and "Norton Protected Recycle Bin".
