Not nessesarily. I have the same problem. Recycle bin won't empty. I empty
everything out of it, and it IS in fact empty, its the refresh rate of the
computer. It will not refresh when it's supposed to. Im personally thinking
of switching back to XP MCE. Recycle bin won't refresh, and signal strenght
is corrupt. at least i dont have as many problems as vista does in XP MCE.
yeah, it may be "more secure" but i think thats all crap.

Right-click on the Desktop, choose Personalize. Click "Change desktop icons"
link in the tasks pane. Select "Recycle Bin (Full)" and click "Restore
default". Similarly, select "Recycle Bin (empty) and click "Restore
default". Click OK.
