Recycle bin - not working

Using xp home, on the desktop at first the "Recycle bin" cannot open when I
double click and it give a few options in which one of them is to clear the
bin. I did that and clear the bin. Now upon restart, I did cannot open the
Rycled bin and a dialogue page appears saying "UE32.EXE-unable to locate
component"

Re-installing the application may fix this problem""

What shall I do next. Can I copy off a working xp system? Please advice,

This could be a Norton Systemworks problem. Check Google for "ue32.exe" -
I found more than 400 hits.
 
Thanks could well be as I was trying to uninstall NSW2003 and it was Norton
protected. Guess will now have to work my way out as to what I should really
be downloading to resolve the issue.
