Recycle Bin is Empty but shows full

My Recycle Bin shows full after I empty it. Odd If I do a reboot it will then
show empty. But if I add something to it now that it shows empty after the
reboot it still shows empty but if I click to open it the file is there.
anyone have an idea?

Do you know how to set and check your desktop icons?

Go to the icons utility (properties) for the icon, and be sure your
icon is set to the one you want.

Thank-you for your suggestion how do you do that I have tried to figure it
out but I cannot?
