Why would such a record be needed?

Lots of things for which there is no need exist, but a record of what
was deleted from the recycle bin is not one of them (unless, of course,
you have a keylogger installed or a video camera recording what's on the
monitor or some other such spying mechanism).

Translate to English please.

Your reply makes no grammatical sense.

Makes perfect sense

There is no built in way to record it, but yes a keylogger would show if you
deleted using your keyboard, but there are always ways to list what you
deleted (sent to the recycle bin) with the Shell Recycle Bin API functions

Why would you need to know something like that? Are you having problems
with the spouse? Spying on their deleted files is not going to make thing
better. Having trouble with the kids? Get a backbone and be a parent...if
you cannot trust them on the internet, then do not let them on the internet.

There are many reason one might want a record.. mine was a folder I could
not find. The only answer, I must have deleted it ?? If there were a simple
text history of the bin, I could know for sure that I did actually delete...

No history as such, but...

If the deleted files are not overwritten you can use Restoration to find
them and recover them also.

Restoration Version 2.5.14 Author: Brian Kato
http://www3.telus.net/mikebike/RESTORATION.html

Description
[[Restore files which are deleted from the recycle bin or deleted while
holding down the Shift key by mistake. Conversely, this program has another
function that makes it almost impossible to restore all deleted files. You
can use it after deletion of confidential documents, embarrassing files and
so on.]]
