Recycle Bin Gone

Hi. I'm having a problem. I was trying to create my own theme and put it in an installation package. I thought I was all done and everything but then I noticed that my recycle bin is completely gone. It had dissapeared. I tried switching back to the xp theme but that didn't fix it. Does anyone know what I should do?
