If Windows XP was preinstalled on a new computer,
only the computer manufacturer would be the source
to obtain a recovery disk for their customized OEM
version of Windows XP.

A Recovery CD is OEM in general and it often checks the firmware (BIOS)
and the hardware prior to installing. Therefore, there is no other
source than the vendor or the computer manufacturer.

There is no other place to get it from. You can buy a regular installation
CD from any of many sources, but recovery CDs come only from the
manufacturer.

A computer mftr. like HP, Dell, or Sony does not hand-install all the
PC's they sell. Simply put, a master system is set up and then special
imaging software is used to create an image. The image can then be
applied to other computers in that production. The image will include
drivers, OEM-branding, special features, programs, etc. that come
preinstalled with the computer. The image can be placed in a special
partition on the computer's hard drive and/or provided in a Recovery
Disk set.

When you buy XP at the store, you are getting just the operating system.
Here is some more information about what you will need to reinstall
Windows:
