Recovering System Restore

At one point, on my computer, system restore used to work. Now, when I try
to access it, I get an error.

System restore has been turned off by group polucy. To turn on System
Restore, contact your Domain Administrator.

I'm a home PC user on a wireless and wired network, and system restore works
on my other PC. I run Windows XP Pro. I attempted to start system restore
in services.msc, but I get the following error when I try that.

The System Restore service on Local Computer started and then stopped. Some
services stop automatically if they have no work to do, for example, the
Performance Logs and Alerts service.

Any assistance would be much appreciated, as I wish to create a restore
point before I install Service Pack 2, but without system restore, I'm afraid
to upgrade.
 
Try this;

System Restore Has Been Turned Off By Group Policy. To Turn Back On, Contact
Domain Administrator
a.. Method 1
a.. Go to Start
b.. Click Run
c.. Type in
gpedit.msc
d.. Press the Enter key
e.. Under Computer Configuration, expand Administrative Templates,
expand System
f.. Click on the System Restore folder
g.. In the right-hand pane, double-click on Turn off Configuration under
the Setting tab
h.. Click in the radio button beside Not Configured
i.. Click on Apply
j.. Click OK
Method 2
a.. Open Registry Editor and navigate to:
HKEY LOCAL MACHINE\SOFTWARE\Policies\Microsoft\Windows
NT\SystemRestore
b.. In the right-pane, delete the value "DisableConfig"
c.. Close Registry Editor
d.. Close and reopen the System Restore properties page
Method 3
a.. Rstrui.exe is what loads your Restore points . Read this & see if
you have it set up correctly.
a.. In My Computer
b.. Click the Tools menu
c.. Click Folder Options
d.. On the View tab, make sure to check the option "Hide extensions
for known file types"
e.. Click OK
f.. Click the Start menu
g.. Click Run
h.. Type in the Open Field
%windir%\inf
i.. Click OK
j.. Locate and select the file sr.inf Right-click it and click Install
