Recovering encrypted files

I'm having a problem that was causes by a malicious user. All my encrypted files are no longer accessible, and I was hoping for a way to recover without .cer files and having to reload windows, since it wasn't recoverable. Please assist if you can.

If the files are truly encrypted, reloading Windows may not help.
In fact reloading Windows may destroy any hope of recovering the
encrypted data.
