In error, I deleted my Windows XP programs. I found the original CD
2003, tried entering the key code(paid a lot of money), and
messages says time exceeded. Any suggestions?

Activate by telephone.
Also - I suggest for future postings you give the messages you read
off your screen verbatim.
My bet is that it said (partially):
"According to our records, the number of times you can activate
Windows with this product key has been exceeded. Please enter a
different key, and then click Retry. The 25-digit product key can
be found on the Certificate of Authenticity (COA) label attached to
your computer or Windows documentation."
Also - pointing out exactly when/where you see a message is useful
for diagnosing issues remotely - such as you are requesting other
do for you here... ;-)
I cannot see your screen, I cannot know what you have done to get to
whatever point you are at. I have to go by whatever narrative you
decide to give here in order to even attempt to help you.

Shenan,
Error:Modification is not allowed, document is locked
Although your clarification is of no assistance - I now should follow up...
What did you do?
Tell me a story - make it detailed.
What does, "I deleted my Windows XP programs" mean? If you had to expand on
that - in your own words - what would you say to provide some substance to
that statement?
In the sentence, "I found the original CD..." --> What original CD? What
does it have written/printed on it as far as product name?
In the sentence, "... entering the key code ..." --> For what? What product
are we talking about here?
When you say "... messages says time exceeded ..." What do they actually
say? Because what you have given (in another post, I might add) does not
reflect (in any shape or form) anything about exceeding any time.
Elaborate. Don't be shy. Type away.
