Is it possible to record a phone conversation in XP initiated through "Phone
Dialer" on a standard telephone line? If so, how would I do this?
 
No, all phone dialer does is dial a number. You would need a third party
program to do record the conversation, and as far as I know (and I may be
mistaken) you must let the other party know they are being recorded
otherwise it is illegal.

You also need some way of getting the audio from the phone line to a
soundcard or audio device. I know voice modems have sound circuits but
don't know if they are capable of being used for recording or not.

As far as the notification goes, pretty sure all you have to do is let
the other party know that the call MAY be recorded, not necesarily that
it IS being recorded. Just like the messages on some tech support lines say.

Sure. All you need is a system that hooks to the phone to record the
phone call.

Now, if you want to do it within WinXP, then never mind. WinXP
doesn't contain any ability to do that.
