Using Thunderbird. In options for composition, it mentions
"...recipients not listed as being able to recieve HTML..."

Listed by whom? Listed where?

What is this referring to?

Since e-mail was designed as a text medium you should not use HTML at
all in my opinion.

In your address book you can specify if the addressee prefers
either/or/both text-only/HTML.

Listed in your address book.

Take a look at one of the cards in your address book.
On the "Contact" tab of the card, look at the setting

Prefers to receive email formatted as: [_________|v]
