Recieves but wont send

I use an internet, Norvell based email address for my new job and Im trying
to set it up on my home computer to Outlook so I do not have to go through
the website and login at all. i used:
Incoming: IMAP.mcg.edu
Outgoing: i wasnt sure but i've tried a number of things.

The connection to the server has failed. Subject 'hm', Account: 'Medical
College Email', Server: 'smtp.mcg.edu', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

MCG ITS told me one thing and it did not work.

MCG ITS told me one thing and it did not work.

Once you're home, that likely will not work, because your home ISP will
block mail on Port 25. This is standard practice to prevent spam relays.

See if your mail admins can give you a different port number, or you will
need to find a 3rd party SMTP server.

POP3 versus IMAP makes no difference for sending.
As a general rule, the owner of the SMTP server must be the same
as the one providing your Internet connection at that moment. For more

The available workarounds when sending from home are as follows:

1. Use webmail for sending (via your browser).
2. Ask your school's IT person if they have a port other than '25' for SMTP.
3. Substitute the SMTP server belonging to your ISP. This is a bit tricky,
but if you want to go that route, I can provide more details. I would need
the name of your home ISP.
