receiving messages with attachments automatically

When I set up Outlook 2003 I somehow inadvertantly set it to keep messages
containing attachments on the server. Instead of the message I get a header
only with notification in a grey reading pane saying "This item cannot be
displayed in the reading pane. The item has not been received from the
server." If I double-click the message I get four options, and then I can
get the message or delete it from the server, etc. I want to turn this off
and just get my messages with attachments directly in one step, how can I do
it? I cannot find this setting nor any info on it in Help. I used to have it
set up this way on my old pc. I do not mean leaving inline images on the
server, I want to keep doing that, and I'm not talking about the
automatically blocked filetypes like .exe, .bat, .scr, etc.. these are jpgs.

The only place I can think that you might have set this is in the
Send/Receive settings. Go to Tools -> Send/Receive -> Send/Receive Settings
-> Define Send/Receive Groups. The select the group and click on Edit. Now
you should see some check boxes on the bottom left that allow you to set
the "Download only headers for items larger than *KB".
