Receipent does not receive attachment

I have a user on my network that sends an email to someone with an attachement.

On the receipents side when he gets the email there is no attachment on the
email.

I manage both networks and looked in logs and can't find why. The document
that is being sent is a pdf.

any suggestions??

BTW there is no return error message the sender is receiving and the pdf
falls with in my set parameters i have set on the sever for size and such.

Both people using Outlook?

Yes, Both are using outlook. The sender is using Outlook 2003 and the other
receiver is using 2002 outlook. both using Exchange 2000.
