It requires Exchange, and a very specific set of circumstances in order to
work. I have rarely seen it work reliably. Usually the recipient just gets
another message stating that the sender wishes to recall message X - which I
think makes the sender look foolish and makes the recipient examine message
X more closely. I usually tell people to avoid message recall, but to be
very very careful before hitting send.....
 
Depends on your environment. Same exchange organization, it works if: the
recipient has not opened the item, says okay. Otherwise, it is wiser to
consider your email carefully before sending.

Because the failure rate is so low, add a note to the recall explaining why
you are recalling so the person doesn't have to wonder...
