You reboot computers...not hard drives. What are you trying to accomplish?

Wrong usage of terms, I think you want to reformat, and install new, not
reboot.
if you format and then reinstall, then yes all data/settings/programs will
be lost.
however if you are having a problem, please state the problem and possibly
someone can offer some advice to resolve your issue, without a format install.

Rebooting commonly refers to the process of restarting the computer. You've
probably done that many times. Do you really mean reinstalling the OS? Why
would you want to do that? Problems?

Here are links for how to do a repair install and a clean install. A repair
install should keep programs and data intact but OS updates will need to be
reapplied. A clean install requires a reinstallation of all programs and
restoring data from a backup. In either case make sure you have a full and
complete backup of important data. You should have that at all times no
matter what.

You reboot a computer, not a hard drive. To reboot is to to restart the
computer, something that most of us do at least once every day.

Do you mean that you want to reformat and reinstall Windows? Why? It's
almost always the wrong solution to any problem.

Its effects are that you will lose *everything* on the drive--all your
installed programs, all you customizations, all your data, all your Windows
updates, and everything else.

You seem to have misused the term "Rebooting". Rebooting your system will
merely restart it without fully powering down.

*Reformatting* the Harddrive will wipe all data and applications, and
require you to reinstall everything including updates.

Why do you think you need to do this (it is a rather drastic last-resort
measure best carried out by a professional if you're unsure of what you're
doing)

If it is a virus or spyware or some other security issue, you should first
carry out a virus scan, spyware scan etc to remove any suspect files.
