reboot woes

I found XP wouldn't boot and reported the PCI.sys as
missing/corrupt.

I renamed the old file and replaced by expanding from the
CD.

Now all it does is report a bad last startup and each
option just boots and restarts back to the same point.

Boot.ini or what???

Have you tried a XP repair. You need to boot of the install CD and look for
the option called repair. Once you have the system up and running do a
chkdisk on your disks

If you only have an install image from a company not an XP Boot disk don't
do this - you'll wipe your PC
