reboot loop

I have Win XP Pro installed.
Here is the problem:
It boots up to the menu were you choose "Safe Mode" "last known good
config".
It won't go into safe mode or any other mode for that matter..
It reboots.
I ran a windows restore (from the installation disk)
Now it goes to the point were you see "windows XP pro" and the progress
bar and reboots...

Could it be a virus? How can I scan for viruses w/o windows?
Could it be a corrupt register? If so, can it be fixed?

Or... do I have to reinstall... :(

since when do you observe this? When has Service Pack 2 been
installed?

I installed SP2 when it first came out, so have been using it for a while
now w/o any problems.
