Read Receipts

I am not getting read receipts from anyone outside my organization. How do I
get them? I have changed the settings under Tracking Options, but am not
getting responses from outside.

Read receipts may not be accepted by the external mail servers, and anyway,
individuals have the option whether to send one or not. Most do not.
 
There are so many reasons why they can fail that you should not count on
them for anything.
Did the recipient allow one to be returned?
Does their mail server allow it?
Does your mail server's antispam dump them as spam because they don't have
an address in the from field?

Read receipt response, outside of the Exchange organization, is user
optional. My clients are set to never respond to Read Receipt requests.
