Read receipts not being sent

In Microsoft Outlook 2000, users are responding "yes" to read receipt
requests. The problem arises when they go to be sent, they sit in the
outbox and never send. All other emails are sent and received. Is
there something that I missed in the options to allow these to be sent.

Please help.

Is it trying to be sent with a different account?
