"Read-Only" problem

My newly brand-new computer (XP Home Edition)has an
infuriating problem: every folder on the hard drive
is "Read-Only", and each time I reverse this attribute
and go back to make sure it took, the folder is back
to "Read-Only". Every time, every folder, and this makes
obvious limits on my productivity when interacting with
files.

I did a full scan with Norton and no viruses or problems
were found.
I did a "Quick" re-install of Windows XP, and before
putting my personal files or applications back on the
machine, the problem was back.
Dell Customer Support is 0 for 3 helping me out after
extensive phone calls.

Any ideas??

It is part of Windows XP design.
While the folders are marked read only, the marking is only for operating
system design purposes. The folders are not actually read only.
The solution to your problem is to ignore the read only attributes on
folders with Windows XP.
