Read only for all other users besides myself

I have an excel workbook (office 2000) that i need to put
on a shared server for other departments to have access
to, but they are all only to have "read only" access and
are not allowed to make any kind of changes to the
workbook. I need to be the only person to have exclusive
rights to make any kind of modifications or updates to the
workbook.

I have no idea how to set this up so that they can not
change their access rights and go in and change the
workbook without me knowing.

The best way may be to put the file in a folder on the network that only you
have write rights to. Any way through Excel itself could be defeated fairly
easily.

One option is to apply a password.

File>Save_As>Options>Password_to_Modify

This is how it's done in Excel97. Might have changed in newer versions.

However, this won't prevent someone from saving the file under a different name with the restrictions removed. A devious person could then rename the file to the original name and copy it over the original file.

Another option is to protect the individual sheets:

Tool>Protection>Protect_sheet

You also need to do Format>Cells>Protection>Locked for the protection to actually function. This is the default for all cells. Sheet protection is easily overcome by numerous free macros that are available. So this isn't a good form of security, but it will keep the casual user from messing up your sheet.
