Read Only Access to OS Partition

hi, i want to create a user under windows xp sp2, who will have only
read access to the partition on which the os has been installed. this
user should be able to run applications and also save files both
created as well as downloaded from the internet to another partition.
please help. thanks

Basically that's what a Limited User can do......
