How do I increase the amount of time I view a message before it
changes from un-read to read? If I recall correctly, I used to be
able to do this in OE but I can't find the parameter in Outlook.

You've neglected to state your Outlook version, but for OL 2003, click
Tools>Options>Other>Reading Pane and change the time value.
