Read an unformatted HD

I have a USB external hard drive that I partitioned on a mac and formatted
one partition for the mac and left the other partition empty and unformatted.
I planned on formatting the empty space on my PC with NTFS, but my PC cannot
even see the disk. Do you have any suggestions on how I can get my PC to see
the disk and format it as NTFS?

use disk management
 
Right click My Computer, select Manage, read the items in
the window.
