re virtual memory issues

a cowork keeps complaining that there machine keeps telling them that the
vritual memory is about all used up they have 256 mb ram 18 gig hard drive
and 6 gigs is free space on it not used what could be the problem in the
system?

Also with 256 mb of RAM it is quite likely (but not absolutely
certain) that the machine's overall performance would improve somewhat
if an additional 256 mb of RAM were installed.
