re-installing XP

My XP machine is acting strange, locking up at various
times. I have sufficient memory to run XP so I don't
think that's my problem. My Outlook Express gives error
messages also. A computer tech looked at my machine and
said that he found no virus. He suggested that XP be re-
installed but could not give me any assurance of
preserving my programs and data. My question is can I re-
install XP over the top of the old without wiping out any
of my applications and application data? I know you can
preserve old stuff when you install "upgrades" to XP from
older op-systems.
 
Yes you can. When you go trough the installation process,
windows setup will ask you if you want to leave the
system as it is now or do something else. Also it will
ask you if you want to install a fresh windows without
deleting the old ones or not.
Btw i think you should boot with your XP cd if you want
these option to appear.
