Re-installed now can't run system restore

Following a complete re-installation of XP Pro with SP2 and all up-dates,
when I want to create a restore point, I am hit by a message telling me a
restore point cannot be created, I must re-start my computer and try again -
then I get the same message!

System Restore automatically creates a Restore point when XP is installed.
Try waiting one calendar day to create a new restore point.
