Assuming stand-alone system...

Reboot.
Log in as an administrative user that is not the account you are trying to
recreate.
Go to C:\Documents and Settings and find the folder that represents
(contains) the files for your user profile (the one you want to recreate.)
Rename that folder whatever.old.
Log off.
Log on as the user and it will create a new profile based off the 'Default
User' profile.

But unfortunately it's not a standalone. The user has 2 machines he works
on. I
can do it on his machine but it's the server i'm unsure about

Still the same process, really.
Only weirdness would be if roaming profiles are involved.

In that case - you should get both of his machines and rename the local
cached profile directories on both of them (at the same time) - unless you
ensure nothing is left on the machine at logoff and you are sure that hasn't
malfunctioned (as it is known to do) and then you rename his roaming profile
directory on the server and let him log on. He'll either grab the default
from the local machine or from the domain.
