Telnet had IPV6 code in XPe. The Telnet Server tries to open a socket with
IPV6 address and if it fails it logs the eventlog you're seeing and tries
with IPV4 and will be successful.

This is not harmful. You can safely ignore the errors in the event viewer.

I'll look into it and let you know, please be patient as it may take at
least a few days, but on the surface it appears to be a benign Winsock
error.
