re-evaluation of programs internet access

I want to go back over my programs and decide if I want it to have internet
access but in XP I don't know where it is. I would appreicate some help:)
 
I should never try to ask question before my coffee. I want to go to where
ever the list is at on my computer showing all programs on my computer and
decide program by program which ones needs to have internet access and which
ones do not. :)

Are you referring to something to do with a firewall, if so which one?
It's still hard to know specifically what you are asking and hard to try
and help without specifics. Your question may not be about XP at all, it
may be about a third party firewall application.

That information will depend upon which specific firewall you're using.
If you're only relying upon WinXP's built-in firewall, there's no such
setting, as it doesn't monitor outbound traffic at all.
