How can a unit retain its time zone when moving files etc when using rdp?
I want the time to be from where they are located not where the server is.

You can't. The time is really based on Universal time and is adjusted for
the user environment. You are asking it to lie, which it won't do. You may
be able to find a third-party way of doing this, or maybe some kind of
document management system.
